It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a plain green field.

The arms are Argent on a fess Sable three fires proper and on the chief a goshawk Proper holding an inescutcheon Azure charged with five plates Argent set in saltire and in base two barrulets wavy Vert semy of fish endowed Argent. Mural crown Argent with four
visible towers (town rank) and white scroll reading in black upper case letters "VILA DE NORDESTE".

Meaning:
The goshawk is representing that the municipality belongs to the Açores, the grren waves are symbolizing the sea.

Plain (monocoloured) Portuguese subnational flags are not allowed to have variations without arms: plain flags always carry the coat of arms.

Nordeste municipality had 5291 inhabitants in 2001 and consists of 9 communes covering 101,51 km², taking up the NE half of St. Michael Island (São Miguel). It is part of Azores Region (also a NUTS II and traditional province), former Angra do Heroísmo District. "Nordeste" is Portuguese for "northeast", refering to the location of this municipality, which is not hinted at in the arms.
