It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of arms

Shield Gules, a basket of Or and Sable carrying four snake's heads Vert between two grapevines Or leaved Argent ordered per fess in chief and a watermill's wheel Or in base. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "LARA - MONÇÃO". ""
Remark:
The basket with green snake heads in Arrecife (Lanzarote) refers to the Herrera kin. Portugal had been a part of Spain from 1580 - 1640. I must admit, I have no idea, whether those Spanish noblemen played also a role at the northern edge of Portugal.
