It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and blue.

The arms are Azure, in base three triplets of wheat ears Or tied Gules ordered 2:1, issuant from the chief a fortress wall corner with turret Argent. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "BARBACENA".
Meaning:
The turret and castle wall refer to the local castle; it is represented on the arms in a very unheraldic fashion.
