It is a typical Portuguese communal flag, with the coat of arms centred on yellow and green quartered background (town rank).

The arms are Vert three lightning bolts Or set in inverted pile and in chief marian crown Or between two olive twigs Argent per pale fruited Or. Mural crown argent with four visible towers (town rank) and white scroll reading in black upper case letters "NOSSA
SENHORA DA GRAÇA DE PÓVOA E MEADAS".
Meaning:
Both the unusual official commune name and the crown on the arms refer to the Catholic parish this commune derived from and is coterminous with. The bolts may refer to the local dams, athough they are not (currently) hydroelectrical, just irrigational.

I spotted a mini banner in the local tourist office on 1 October 2013 with scroll reading "NA SA DA GRAÇA DE PÓVOA E MEADAS"..

Nossa Senhora da Graça de Póvoa e Meadas Commune (a.ka. Póvoa e Meadas) is one of the four communes of Castelo de Vide Municipality (q.v.); it had 696 inhabitants in 2001 and covers 73,62 km².
