It is a typical Portuguese communal flag, with the coat of arms centred on a blue and white quartered field.

The arms are Gules three belts Or per pale set in fess, in chief two scallops Or, on a bordure Argent a twig of cork oak Vert in chief and base, two ears of wheat Vert with their stalks crossed per saltire, on the sides two bull's heads Sable. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "SAMORA CORREIA"
Meaning:
The arms were designed by Estêvão António Pessoa Calado. The belts (or garters) are punning for the surname Correia, the scallops for the St. James Order and the other elements are trivial in their meaning.
