It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue field.

Shield Or, two parsley twigs Vert with their stem tips tied Azure and crossed per saltire, in chief three halfpipe-shaped, clay roof tiles Gules set in fess, in base a folk mask Azure pierced Sable (as usual holes get to show other than the background colour). Mural crown Argent with three visible towers (village rank) and white scroll (Bénard Guedes style) reading in black upper case letters "SALSAS".
Meaning:
The word "_salsas_" meaning "parsley", but this toponym derives from an unrelated homonym, a kind of Catholic altarware item - the twigs of parsely on the arms are therefore a case of punning heraldry. The roof tiles further refer to the local traditional clay industry.
