It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue.

Shield Azure, a hazel tree Or fruited Gules, between two distaffs Argent, both set in pale, in chief a dove Argent nimbed Or. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "AVELAR - ANSIÃO" or "VILA DE AVELAR".
Meaning:
The dove refers to the Holy Spirit, probably being the local patron "saint". The name is derived from "avelã" (= hazelnut). Thus the hazel tree (Port.:azeleira) is a canting element.
