It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Shield Argent, a cape Gules semy of bezants between two grapevines Purpure leaved Vert, base wavy Azure, crowned by a barrulet wavy Argent crowned by a mountain issuant Vert. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black initials: "CAPARICA".
Meaning:
The bezanted cape probably is an attribute of Our Lady of Monte da Caparica, which means "mountain of the rich cape".
