It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Shield Argent, in base a triplemount issuant Vert charged with a bar wavy Azure fimbriated Argent, between two crowns Gules of the Holy Spirit in chief a paly baton Or armed by irons Gules and carrying a canteen Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "ALTARES - ANGRA DO HEROÍSMO".
Meaning:
Baton and canteen probably are attributes of St. Roch of Montpellier, the local patron saint.
