I have just seen this flag as a car bumper sticker.
Clearly it is a Puerto Rican Rainbow Flag and must probably
represents our gay and lesbian community.
I do not know who design it.

I am the President of the Fundacion Derechos Humanos de PR
(Human Rights Foundation of Puerto Rico). The PR Rainbow
Flag that you display belongs to the
gay/lesbian/bisexual/transgender and transsexual community of
Puerto Rico. This flag was designed and copyrighted since
2000 by the Human Rights Foundation of PR and the subscriber.
The Cooperative movement has a rainbow flag with the seven colors
of the rainbow instead of the GLBTT PR Rainbow Flag of PR that
has six colors.
