This is the official flag of the Palacio de Santa Catalina
(Palace of Santa Catherine) also known as The Fortress, official
residence of the governor of Puerto Rico and center of government
of the executive branch. The flag consists of a white bottom with
the official shield of Puerto Rico. This flag is raised in The
Fortress next to the flags of the United States and Puerto Rico,
being only used when the governor is in the island. When the
governor is outside Puerto Rico, this flag is not raised
indicating that the governor is outside of the island.

On the white flag with a seal is the official seal of Puerto
Rico given by Spain in the early XVI century. In Latin it says
"John is its name" since Puerto Rico was initially the
name of the city 'rich port', and the island was called Saint
John the Baptist, thus San Juan. The city and island names were
flipped later since travelers
would always say they were traveling to Puerto Rico when going to
the island.
