Mona island is an uninhabited island , half way westwards to
Dominican Republic and as far as I know it is neither a

Mona island is indeed not a municipality. However, it belongs
to the City of Mayaguez as far as
territory is concerned. It is un-inhabited as far as residences
but there is a permanent garrison of the Department of Natural
Resources that stays there in order to watch over the native
species found there.
