Arms and flag adopted on December 30, 2002 (resolution # 22/III/02).
"Arms: on the renaissance shield divided horizontally into two parts,
on the upper blue field there is a white eagle with the golden ribbon inscribed:
"IN PRINCIPIO".
On the lower, red field there is a white horse turned to the right.
Flag: mirrors the colors of the Arms - a rectangle of two equal horizontal
bands, blue over red, with the elements of the Arms placed in the middle
of each band."
While the law ("Statut") prescribes the charges from the Arms to be
placed in the middle of each band, the actual flags, according to wiki
and Lajsikonik, display them in the fly part of the flag.
