Flag

Ilocos Norte changed its seal in 2011. The seal, along with the symbolism, is presented here. As for why, this source explains that there were changes within the province in terms of industry but also population needed to be reflected in a new seal. It was used for the first time in December 2011. As for the flag; it is a seal on a white background.

"The new seal was adopted by the Sangguniang Panlalawigan (Provincial Council) of Ilocos Norte through Ordinance No. 30 on 13 June 2011. The official digital rendering, however, appears different in terms of coloring and some details. Most notably, the flag version of the seal contains some elements (domesticated agricultural animals?) in gold within the green (mountainside) area near the middle of the shield. The former flag, which featured the old seal, was used until at least 2011.

Former flag

Ilocos Norte was made a separate province in 1818, and comprises 3,400 sq.km. Its capital and only city is Laoag, site of an international airport. There are also twenty-two towns. The province's population is 514,000 by the census of 2000, and its governor (as of 1999) is Ferdinand Marcos, Jr. (the late President Marcos's family comes from the town of Batac). A coastal highway connects the province with the rest of the country. One of the numerous architectural notabilities is the Cathedral of San Guillermo, which I believe is depicted on the seal of Laoag. Eighty meters away is its bell-tower, which is sinking into the ground--straight down, unlike Pisa's. I infer that this tower appears on the provincial seal.
