The tricolour was the flag of an art project, documented by visekongen.info. The project ran from 2003 to 2005 when the Vice King abdicated following a referendum (according to news reports at the time he considered going into exile in Zanzibar, but later reports tells that he is now residing in Uruguay). According to what the Vice King himself told me, quite a few of the flags were made (in Romania I was told) and apparently they got a fair amount of "air time" too.
According to the Flag Regulations the Flag Commander, appointed by the Vice
King, was the Kingdom's highest authority in questions relating to flags.
