Customs ensign inscription is given in lower-case; i.e. "Toll" in Flaggenbuch.
If I am not much mistaken, the regulation as well as the usage is not
consistent and both "Toll" and "TOLL" are acceptable.

I think the uppercase versus lowercase difference is a historical
one. Nowadays we only see the uppercase versions, both for the
customs and postal flags. I am not sure exactly when the lettering
changed to uppercase, but as the Flaggenbuch is a well researched
source with generally reliable information, my hypothesis is that the
post and customs flags went from lower to upper case sometime after
the Second World War.
