On 1 January 2018, Hof Municipality was merged with Holmestrand Municipality.
Also on 1 January 2020, Sande Municipality was merged with Holmestrand Municipality. After the second merger, the newest Holmestrand Municipality changed the symbols, but it is not yet known how this affects the flag.

The design illustrates the triangular Sandebukta bay (or if you with the Bay of
Sande) protruding from the south within the agricultural green community of
Sande. The Sande bay is a part of Holmestrands fjord, which is in turn an arm of
the Oslo fjord.
