The municipal web site explains that the deisgn represents the "søsterkirkene på Granavollen" (sister-churches at Granavollen), built in the 12th century and already mentioned in a Vatican document in 1152. Prior to a great fire in the 18th century, both churches, one dedicated to St. Nicolas the other to St. Mary, had toll spires. These are known from an 18th century silver mug depicting them, and including a coat of arms that also includes the two churches shown with the tall towers. Also, a crown over the preacher-box in St. Nicolas church is a crown having a number of bottony crosses peaks around the perimeter. The design may be interpreted as a detailed view of them with the red lining of the crown's interior.
http://www.ngw.nl/heraldrywiki/index.php?title=Gran also points out that the cross bottony is a symbol from the arms of the Norwegian Church.
