The design was inspired by petroglyphs (Norwegian: helleristninger) - ancient
stone carvings preserved at Stein in Ringsaker. See

It seems that the current municipal administration is looking for a change of
the design. Read an article with Løvstad's comments at
http://www.ringsaker-blad.no/nyheter/elg-kunstneren-er-fortvilet/s/5-79-22254
For what is show there, it seems that the idea is only to change the shield
shape and minor details in the moose drawing - and if I am not much mistaken,
the State Archives, whom they intend to ask about the issue shall have to answer
that these details do not constitute the change of arms - only of its artistic
depiction, and might resolve the issue before it goes any further. We have seen
a number of examples in Norway where multiple concurrent design artistic
variants are used without much fuss about it (i.e. considered all heraldically
correct as long as they keep the basic design unchanged...). It seems that the
new graphic design was adopted in the mean time
