Overview

NATO has not only military structure, but some civilian organizations and agencies support its activity, both military force and managing the organization itself.

The NATO Support Agency (NSPA) is NATO's Integrated Logistics and Services Provider Agency, combining the former NATO Maintenance and Supply Agency (NAMSA), the Central Europe Pipeline Management Agency (CEPMA) and the NATO Airlift Management Agency (NAMA). The NSPA is a fully customer-funded agency, operating on a "no profit - no loss" basis. It employs some 1200 staff and is headquartered in Capellen (Luxembourg), with operational centres in Luxembourg, France, Hungary and Italy.
The NSPA is the executive body of the NATO Support Organisation (NSPO), of which all 28 NATO nations are members. It was established on 01st July 2012.
The NSPA brings together in a single Organisation NATO's logistics and procurement support activities, providing integrated multinational support solutions for its stakeholders. Its creation falls within the framework of the new NATO approach to defence spending during austere times called Smart Defence of which Smart Support is a key element.
The mission of the NATO Support Agency is to provide responsive, effective and cost-efficient logistics support services for systems and operations. This support is provided - in times of peace, crisis and war, wherever required - to the NATO Alliance nations, the NATO Military Authorities and partner nations, both individually and collectively. The objective is to maximize the ability and flexibility of armed forces, contingents, and other relevant organisations to execute their core mission, in line with guidance provided by the North Atlantic Council. These capabilities are delivered by three business segments: Airlift Management Programme; Central Europe Pipeline Systém Programme; and Logistics Operations.
Its flag is pale blue with its logo, which consists of a blue globe and blue abbreviation of the agency. Last letter A is white with blue outline. Full name is placed under the abbreviation.

NATO Air Command and Control System Management Agency (NACMA) is an independent NATO Agency whose principal task is to conduct the central planning, system engineering, implementation and configuration management for the NATO Air Command and Control System (ACCS) Programme. The Programme is intended to replace the existing air defence systems in NATO Europe, with a single system which, at the tactical level, will provide the capability to plan, task and execute defensive, offensive and support air operations. The Agency employs upwards of 100 people from all NATO nations, the majority of whom have backgrounds in the following disciplines: software and systems engineering, operations, logistics, quality assurance, configuration management, communications, test and evaluation, information technology, information security, administration, human resources management and finance. NATO Programming Centre - NPC

[NATO Programming Centre - NPC]
image by Zoltan Horvath, 24 June 2010

NATO Programming Centre (NPC) is responsible for system support and maintenance of NATO's Air Command and Control Systems. Amongst these systems is also the NATO Air Command and Control System ACCS. Its mission is to provide efficient and effective system and advisory support to ensure maximum operational capability of the Air Command and Control (C2) assets entrusted to the NPC. Whilst in the past the NPC mission was limited to software maintenance of in-service NATO Air C2 systems, it was expanded in 2006 to permit provision of all activities required for system support for these systems. This includes the following areas: system engineering, obsolescence management, Commercial-off-the-Shelf (COTS) software management and technical training.

The centre is located close to the city of Liege, Belgium. It employs nearly 200 people. It works closely with the NATO ACCS Management Agency (NACMA) for the ACCS Programme and with NATO Maintenance and Support Agency (NAMSA) for the maintenance of various Air C2 buffer systems.

Its flag is blue with its emblem in the center of the flag.
Flag can bee seen on a picture in page 19 of this document.
