Seberang Perai became City Council in 2019, upgrading the previous Seberang Perai Municipal Council. The Municipal Council came into existence in 1976 as an upgrade of the Seberang Perai Local Government Management Board. The current flag is the city council emblem on a white disc; this white disc cuts into a grouping of yellow/white/light blue horitzonal bands. The previous flag is a grey/green bi-color with a white disc in the center. In the white disc is the council's emblem.
