From what I could find in the Monograph on Axtla de Terrazas (published 2012), the coat of arms was adopted during the term of Rafael Jannuzzi Ocaña (1997-2000) and created through a contest launched by J. Ascención Gómez González as Secretary of the Municipal Council. Of course, it is not a surprise the winning design through the call for submissions (which was held rather secretively) was designed by the son of the secretary, Sergio Arturo Gómez Rodríguez, out of other designs. The shield has a Churrigueresque form to its outer border, and it has a ribbon above that reads "UNION TRABAJO PROGRESO" [Union, work, progress]. Under it is a ribbon that reads "AXTLA DE TERRAZAS, S.L.P." The shield is divided into two sections, having an oval in the center. The oval in the center depicts the Municipal Building in front and the Santa Catarina de Alejandría Church over it, two of its most iconic buildings. The upper section depicts symbols of the local economy: (left) cow head for cattle-raising, cob of corn for agriculture, and cluster of oranges for its fruticulture; (right) open book for culture and education. The lower section depicts the Axtla River going across the land, and to its sides are white herons which are abundant in the region (Axtla also means "Place of Herons"). Vegetation is also seen along the river.
