The coat of arms has the same form as the coat of arms of the State, having at the top a helmet and at the bottom a ribbon in the National Colors reading the motto "CONVIVIENCIA EN LA CULTURA Y EL TRABAJO" [Coexistence in Culture and Work]. The border reads on the sides CIENEGA DE FLORES, N.L. At the bottom, the years 1675-1863; the year of its foundation and when it became a municipality respectively. The upper-left section depicts the Picachos Mountains, with trees and the spring (ciénega) in front that gave the Municipality its name. The upper-right section depicts the Temple of San Eloy. The lower-left section depicts a cogwheel over a field for industrial activities; the lower-right depicts a crowned red rampant lion, symbol of the State. In the center is an inescutcheon, having three fleur-de-lis symbols over blue; it is a representation of the coat of arms of the Flores surname, the original proprietor of an Hacienda here under Pedro Flores.
