The coat of arms was adopted in a solemn session of the council on 27 March 1981, the Municipal President being Claro Escamilla Martínez, who launched a call for submissions for a design. He asked Fernando García Campos, J. Guadalupe González, and Rogelio Ordaz González to design the coat of arms.
It has the same form as the coat of arms of the State, having a helmet above and a ribbon in the National Colors below reading APODACA, N.L. and the years 1585, of its foundation; and 1851, when it became a Municipality. The border of the shield reads the motto PROGRESO CON LIBEERTAD Y JUSTICIA [Progress with Liberty and Justice]. The shield is divided into four sections, having an inescutcheon in the center. The upper-left has a crowned red rampant lion, a symbol of the State. The upper-right section depicts a plane over two cogwheels, representing the International Airport "Mariano Escobedo" and the Airport "Del Norte" in the municipality; the cogwheels are for industry. The lower-left section depicts three corn plants for agriculture, a spring for the San Francisco spring, and a cow for cattle-raising. The lower-right section depicts the Temple of San Francisco. The inescutcheon depicts a hand holding a sword over a tower; this is the coat of arms of the 7th Bishop of Linares (now the Archdiocese of Monterrey), Salvador Apodaca y Loreto, who the municipality is named after.
