In 1989, a call for submissions was launched by the Municipal Council under Municipal President J. Remedios Rojo Martínez (1989-1991), ending on 16 September. The design was presented by Teodoro Cárdenas Vázquez, Víctor Manuel Medina López, and Cesar Rafael Reyes Reyes. On 7 February 1990, the design was adopted by the council as official. Under the shield is a ribbon that has edges in the National Colors, reading the motto "EN LA ARIDEZ EL TRABAJO UNIDO FRUCTIFIRA" [In the Aridity the united work bears fruit]. Above the shield is mantling, including wings. The shield is divided into four sections. The upper-left section depicts a cactus over a hill as a symbol of the arid zone; the upper-right section depicts an Indian and Spanish head. The lower-left section depicts the Cerro de la Faja, iconic hill of the area. The lower-right section depicts the Santa Catarina Virgen y Mártir local church, with its iconic red. The upper part of the border of the shield reads the year 1580, of its foundation, and its name: "SANTA CATARINA" in a ribbon.
