L-Imtarfa is a new Local Council, detached from Rabat in March 2000, according to point 1.3 of this official webpage. I made the usual 3:5 banner of arms based on the image at the local councils' website [broken link]. This is a kind of arms that looks quite different on a shield and on a flag, so this interpretation
of mine will need to be confirmed. An alternative interpretation is also attached.
