The Local Council website shows a picture of a table draped with what appears to be a municipal flag, basically a banner of the arms but with the red and blue squares not reaching the hoist or fly. Maybe it is not a flag after all but some kind of draping based on the flag.
Blazon: Argent an orange branch with three oranges all proper a canton Gules and a canton sinister Azure.

Dirk Schönberger's image shows an orange tree on a white field. This is supposedly a banner of the Ħal Lija arms. However, all the images I have found of the coat-of-arms show an orange branch (with three oranges) with red and blue cantons in the dexter and sinister chief. I wonder where did this image come from — maybe it was drawn upon a written description, so that "orange branch" was interpreted as an "orange tree"?
On the other hand, maybe the Ħal Lija arms, and consequently flag, changed at some point and were formerly white with an orange tree, as in Dirk Schönberger's image.
