The Macao territory consists of two municipalities, Macao City itself and the
Islands Municipality, encompassing the islands of Coloane and Taipa (Concelho
das Ilhas). The flag has an orange background, although I have seen the
municipal badge on a green background on their official webpage. I finally saw a
photograph of the actual flag and confirm the background is bright orange and
the scroll yellow.
