Are there three snowflakes in the green part of the shield?
They would refer to the international bobsleigh and sledge track
located in Sigulda (and former training center of Soviet Union,
if I remember correctly).

No, they are daisy flowers. The arms of Sigulda were created
in the 1930', the bobsleigh track in the 1980'.
