silver rope, finial is a silver lance head and golden bands,
staff is white. The charge symbolizes the active nonviolent
resistance of local people during the times of the prohibition of
the Lithuanian language (1864-1904): their participation and
support for underground organizations "knygnesiai"
("book carriers") was very remarkable.
