bar, above three silver shrines with hanging 10 golden little
bells. Flag proportions 5:6, free edges bordered with golden
rope, finial is golden knob with golden bands. The wavy bar means
Istras rivulet, from which the name of borough originates. The
shrines are located on the Dale of Little Bells, and bells mean
the local custom of hanging little bells on those shrines when a
commemoration of sculptor Juozas Zikaras is performed.
