Explanation of Flag
- The background color of the flag is deep blue.

Explanation of Design
The flag expresses an image of never-ending progress in an ultra-modern city compatible with the highest culture. It consists of a core representing a city of the newest industry, another representing a brilliant culture, and a Moebius strip connecting the cores reflecting infinite possibilities of permanent movement.
