Located in Yokkaichi City Mie Prefecture and established in 1988.
The embroidered ceremonial flag has dark red background with a gold emblem and gold arched English university name in gold fringe.

The university emblem abstracts the letter "Y" from the initial "Y" of Yokkaichi, which has three directions, by connecting the three elements of industry, government, and academia, which were the background of the university's establishment, with the three basic principles of international exchange, emphasis on practical learning, and openness of the university. In addition, the color of the university emblem was chosen green to symbolize the rich natural environment surrounded by the sea and mountains.
