Located in Utsunomiya City Tochigi Prefecture and established in 1949.
The flag is blue field charged with a yellow and light blue emblem in the center.
The emblem was designed by Teizo Hano, former professor of the Faculty of Arts and Sciences of Utsunomiya University. The design depicts a brave figure of Mt. Nantai, the symbol of Tochigi Prefecture, reflected in Lake Chuzenji, with the word "大學" (=university) in the center.
