Located in Niigata City Niigata Prefecture and established in 2009.
The embroidered ceremonial flag has dark red background with a gold emblem and horizontally written in gold kanji English university name in gold fringe.
The university emblem uses the first three letters of "UNP," the initials of the University of Niigata Prefecture, and the overall image is an expression of the "tulip," which has been designated as the flower of Niigata Prefecture.
The "N" in the center of the design represents the "pistil and stamen" of a flower, and is superimposed on the image of three people (industry, government, academia, students, citizens, foreigners, etc.) working shoulder-to-shoulder in cooperation.
