The Japan Powerlifting Association was founded on April 1st, 1972 (47
Showa) and is a member of the International Powerlifting Federation
since 1974. In the terms of this sport, there is one key difference
between this and the Olympic Weightlifting is the difference of
motions and difference of technique. Olympic Weightlifting is more of
two motions; the snatch and the clean and jerk and requires for the
weight to be over the head of the competitor. For powerlifters, they
are focusing more on odd lifts in three different areas; the bench

As for the flag, it is a logo on a white background. The logo is a set
of weights on each side of a bar (all in blue); the red Hinomaru with
"JPA" in white is placed in the center of the weights. Below the logo,
the English name of the organization is below in blue. (source:
http://t-x-p.com/wp-content/uploads/2017/03/IMG_0515.jpg) All of this
is on a white background. There are two variants of this flag; one
from 1991 has the Japanese name below the English and the blue might
have been black (source:
http://www1.bbiq.jp/tgfreewait/syasin/157.jpg) and while I am not
sure when this logo was adopted, it was adapted by prefecture
powerlifting associations (and many of those have flags). Toyama Prefecture, Saitama Prefecture (and Saitama City), and Iwate
Prefecture have flags with the same model (logo on white) and used the
JPA logo format. However, the only difference I saw was that Iwate
uses the logo on a yellow background.
