The city emblem was adopted on May 1st 2005 but there is no flag law.
The white flag has a blue and a red two color city emblem in the center.
The city emblem is a stylized hiragana ひ Hi of Hioki.
The red circle stands for southern country sun and the blue curved line for
one of the three main sand hills of Japan Fukiagehama.
It represents an uplifting feeling of the city which seeks for a city-building
to make use of a harmony with the history and the nature and makes a leap
forward to the future.
