The city emblem was adopted on Apr 1st 1961 by Notice No 13 and the flag was adopted on Oct 23rd 1968 by Notice No 20.
The blue flag has a yellow city emblem in the center.
The city emblem is a kanji 西 Sai and hiragana と To.
The blue color stands for a sky and the yellow color for Saito tableland.
It represents a solidarity and a surge of the citizen.
The flag proportion is 10: 14.
The height of the emblem is 51/100 height of the flag.
The length of the emblem is 73/140 length of the flag.
