The city emblem was adopted on Mar 13th 2001 by Notice No 15 but there is no flag law.
The blue flag has a white city emblem in the center.
The city emblem is a stylized hiragana うと Uto.
The circle symbolizes an accord and the wings do the city’s exponential development.
