Small correction.

The city emblem was adopted in Oct 1954 but there is no flag law.
The maroon flag has a white city emblem in the center and the kanji name in white horizontally at the bottom.
The city emblem is a stylized hiragana ち Chi of Chikugo.
The circle symbolizes peace and the citizen’s collaboration.
