The city emblem was adopted on Nov 3rd 1937 but there is no flag law.
The white flag has a green city emblem in the center.
The top and the bottom 井x2 = Nii of Niihama.
The folding-fan symbolizes the industry, the port city and the beams from a lighthouse.
