The city emblem was adopted on Jul 19th 1940 but there is no flag law.
The blue flag has a white city emblem in the center.
The city emblem is a stylized kanji 下 Kuda in a form of a pine needle.
The circle symbolizes a conformity and the pine needle does calm waves of Kasado Bay.
