The city emblem and the flag were adopted on Jun 10th 1968 by Notice No 17
and 18. The white flag has a green city emblem in the center. The city emblem is
two stylized katakana カ Ka and kanji 西 Sai. It represents a conformity, a
solidarity and an image of the peaceful city which makes a leap forward.
