The city emblem was adopted on Feb 10th 2005 by Notice No 12 but there is no
flag law. The white flag has a green city emblem in the center. The city emblem
is a stylized S in a city land form. The three circles stand for a link of
areas, a natural environment and peoples concord, the curved line for an image
of the city making a leap forward and the green color for a freshness and a
growth.
