Yes, it's Kihoku from Ehime Prefecture and Kihoku as part of Kagoya from
Kagoshima Prefecure.

The town emblem and the flag were adopted on Oct 11th 2005 by Notice No1 and
2. The white flag has a blue and a green two color town emblem in the center.
The town emblem is a stylized K. The green color stands for a leafy nature, the
blue color for Kumano Sea and two blue curved lines for the former two villages
and a fresh stream. It represents an image of a vigorous and a calm town where a
heartbeat can be heard. The flag proportion is 2:3.
