The city emblem was adopted on Dec 11th 1970 but there is no flag law. The white flag has a purple city emblem in the center. The city emblem is a rabbit-ear iris which is famous for Ise Story. It represents the development of the city which had been a traffic key junction connected with all four points from old times.

The Tales of Ise is a poetry tale, a collection of poems with prose in between. The Kakitsubata, the Rabbit-ear iris, may be better-known in this forum by its on-topic name: Blue flag iris.
In the tale, a man who has decided to leave the capital, has travelled with a few companions and at one point came to Yatsuhashi1 in Mikawa Province. After they dismounted to sit under a tree to eat their rice, because of the irises growing in the swamp there one of his companions challenged him to write a poem about the feelings of the traveller, of which each line should start with a syllable of name of the blue flag iris, which are "Ka-ki-tsu-ba-ta". (A poetry tale usually has tankas for poems; each tanka has five lines.)
Then follows the next poem of the poetry tale, which indeed fulfils the requirement.
the dress of my wife
blue but faded from wearing
flag for our city

I feel the grief of distance
rising in my longing heart
