The city emblem was adopted on Jul 15th 1950 but there is no flag law. The
blue flag has a white city emblem in the center. The city emblem is a stylized
an oak leaf = Kashiwa and sea. There are a knotwork of a oak leaf inside and a
cap of wave outside.
