The city emblem was adopted on Nov 3rd 1934 but there is no flag law. The
blue flag has a white city emblem in the center. The city emblem is a stylized
kanji 加 Ka of Kamo in a Yata no kagami = a sacred mirror a part of Imperial
Regalia of Japan. It represents an ideal for eternity and an unlimited
development of the city.
