Dark purplish blue colour coat of arms on white field.
Stylized Kanji character OH and TA in the center.

Flag unlegislated.

For Ota ward I found just blue and black mark.

Ota ward says there is no flag law yet. There are some variant flags. Now
they use dark blue flag at their building. The photo might look black. They
don't use purple flag now but sometimes they used white flag with dark blue
emblem.
