The flag of the city of Ota is white with mark. I found too mark color
variants.

They say they officially use a white flag with a black city emblem however on
celebratory occasions such as school entrance ceremony and coming-of-age
ceremony they use a white flag with a maroon emblem.
The city emblem was adopted on Jun 28th 2005 by Notice No 91 but there is no
flag law. The white flag has a black city emblem in the center. The city emblem
is a modified banner of Nitta Family who ruled this area old days which is
called 大中黒 Onakaguro meaning a wide "black" horizontal striped white banner. The
emblem has a kanji city name in white at the lower right side. It represents a
spirit of inherited tradition and an innovation.
